The National Indian Health Board will host its 27th Annual Consumer Conference in Sioux Falls, SD. The conference will take place from September 20-23, 2010. The theme for this year’s conference is: “Tribal-State Relations and American Indian/Alaska Native Health Care.” Please find information regarding hotels and vendor registration below. The 2010 NIHB Annual Consumer Conference Offers Three Days of Focused Content on Top Issues in American Indian and Alaska Native Health Care:

DAY 1: Tribal/State Relations In the Era of Health Care Reform
In the era of health care reform implementation, it has never been more critical for Tribes and States to have strong, vibrant relationship.

Good relations are important between Tribes and States when it comes to health care delivery, reimbursement, research and programs. Funding and opportunities for Tribal health in these areas are often streamlined through the States. With programs like Medicaid and many federal funding opportunities so reliant on the States’ policies and pass-through, it is imperative that Tribes have a strong voice and good relations with their States, as well as a strong presence at the Federal level. Some States and Tribes have excellent relationships and work together through consultation and other means to ensure Tribal sovereignty is respected and that the Tribes are appropriately afforded opportunity. In other States, this is not the case.

The ACC will feature a number of speakers from the Federal, State and Tribal levels to discuss best practices in State/Tribal relations; Federal perspective and responsibility; how State-Tribal relations impact the implementation of health care reform, and much more.

The Director of the Indian Health Service, Administrator for the Substance Abuse and Mental Health Services Administration, NIHB Board Members, NCAI President are all scheduled to attend. Additional invitees include First Lady Michele Obama, HHS Secretary Sebelius, State Governors and Congressional Leaders.

DAY 2: Centers for Medicaid and Medicare Services Day
Tribal participation in the Medicare and Medicaid Programs brings nearly $800 million per year into Tribal health systems.

This is why we are once again proud to feature the Annual Centers Medicare & Medicaid Services (CMS) Day. It is essential that Tribal health systems are aware of policies, procedures, opportunities and technical assistance with CMS programs. And with the recent passage of the Patient Protection and Affordable Care Act (PPACA) and the Indian Health Care Improvement Act (IHCIA) there is a tremendous need to become well aware of how this will impact these programs. We recognize the importance of partnerships with CMS representation which can greatly improve access and quality of health care for American Indians and Alaska Natives. We are excited to announce that the new CMS Administrator, Dr. Donald Berwick is invited to speak! Here are highlights of our greatly anticipated 2010 CMS Day breakout sessions: CHIP Indian Grantees, this session will discuss the $10 million set aside for outreach and enrollment activities to Indian children through grants; Overview of Medicaid and Children’s Health Insurance Program (CHIP) administration, eligibility, covered service and reimbursement; How to become a FQHC & Bill Successfully; Long Term Care, this session will identify new provisions specific to LTC; and HITECH Medicine Dish Presents, with a Q & A session with CMS and IHS Office of Information Technology experts. CMS Day is a unique opportunity to meet and learn from CMS representatives and topic experts, special guest speakers from Tribal leadership, State Governor’s offices and Federal agencies.

Day 3: Health Care Reform and Indian Health Care Improvement Act
ImplementationTraining; Town Meeting; Workshops

NIHB will host a town meeting on the Implications for Tribes of Health Care Reform and the Indian Health Care Improvement Act Reauthorization. Your questions will be answered! Workshops will closely examine key issues and topics. You don’t want to miss this session! Invited Guests include White House; IHS, Congressional representatives, Tribal technical experts and more!

CALL FOR PROPOSALS:

EVERY YEAR the NIHB Annual Consumer Conference invites Tribal health programs and others around the Nation to provide workshops on important issues to Indian Health and to showcase the great work being done by the Tribes. We invite YOU to submit workshop proposals on areas such as childhood obesity prevention and action; diabetes, youth suicide prevention, cancer screening and treatment, mental and behavioral health, disease prevention and health promotion. Send your proposals to Bryce Roth at broth@nihb.org.

Deadline for submission is Monday, August 23, 2010. Those selected will be notified by September 3, 2010

2010 CALL FOR AWARD NOMINATIONS

The NIHB is now accepting nominations for our annual awards to be given out at the 27th Annual Consumer Conference. The Award categories include the Jake White Crow Lifetime Achievement Award, National Impact Award, Regional/Area Impact Award, Local Award and the Youth Leadership Award. This is your opportunity to nominate those individuals and organizations that you believe have significantly contributed to improving health care for American Indians and Alaska Natives.

SUMMIT OVERVIEW

The National Indian Health Board (NIHB) is proud to announce the success of the 2nd Annual NIHB Public Health Summit “2010: A New Decade in Indigenous Public Health” held on May 18-20, 2010 in Albuquerque, New Mexico. Over 200 participants attended the event and received expert public health information from over 20 speakers and purchased one-of-a kind Native arts and crafts from 18 vendors and exhibitors. This Summit brought together Tribal leaders, federal representatives, and public health professionals from across Indian Country. Attendees were able to hear from a wide variety of programs going on in Indian Country that provide the resources and tools to promote prevention in various areas of public health, support tribal community-based research, and build public health capacity, all of which help reduce the disease burden of American Indians and Alaska Natives.

PRE-CONFERENCE TRAINING

Quality Improvement (QI) Basics: Methods and Tools for Tribal Public Health Systems

Providing quality healthcare in our Tribal communities has become increasingly complex and involves many stakeholders. Tribal health organizations are increasing engaged in quality improvement activities to improve service delivery, build Tribal infrastructure and improve performance to better serve their communities.
 
In the 2010 NIHB Tribal Public Health Profile, Tribal health departments were asked to identify training needs that would be of greatest benefit to their organization. The top three areas most identified for technical assistance and training were community health assessments, data use and interpretation, and quality improvement methods.
 
In response to this need for technical assistance and training, the NIHB is currently offering Quality Improvement (QI) Basics: Methods and Tools for Tribal Public Health Systems, a pre-conference training, at the 2010 NIHB Public Health Summit.  
 
The registration fee for this pre-conference training is $100.00.  This pre-conference training is limited to 45 participants, so REGISTER TODAY! Please note that registering for the pre-conference session does not register you for the full Public Health Summit and additional registration fess must be paid in order to attend the full summit.

This pre-conference training is supported in part with funding from the Robert Wood Johnson Foundation.
