The Biden-Harris Administration will be releasing an additional $425 million in funding through the Centers for Medicare and Medicaid Services (CMS) from the American Rescue Plan to be used by states to improve access to health insurance coverage through a section 1332 state-based reinsurance waiver. If a state is implementing a reinsurance waiver, residents in that state will now be eligible for more affordable health insurance coverage. In addition to this new eligibility, states will have access to more pass-through funding in order to properly implement their waiver. This pass-through funding can be used to further improve availability to health insurance. This waiver lowers premiums for beneficiaries with individual health coverage and may help states increase participation in health insurance. This additional funding may be of importance to enrollment assisters who work with Tribal populations in understanding available funding for enrollment into health insurance.
