FY 2028 NTBFWG Budget Book

Executive Summary

Tribal Leaders on the National Tribal Budget Formulation Workgroup (NTBFWG), serving all 575+ federally recognized sovereign Tribes throughout the twelve Indian Health Service (IHS) Areas, meet annually to exercise their right to provide meaningful input on IHS budgets and policy in the formulation of the President’s Annual Budget Request to Congress. NIHB supports NTBFW’s work by providing facilitation, policy expertise, and convening support.

Below you will find the individual appendices for each IHS service area, as well as the full budget book for each Fiscal Year.

The National Tribal Budget Formation Workgroup Report on the 2028 Presidential Budget Request was compiled by the National Indian Health Board and funded in part by federal funds.
