Medicaid Reform and Tribes

The National Indian Health Board (NIHB) is offering Medicaid Reform resources for Tribal and Native-led organizations to use with legislative offices. Congress should ensure that any Medicaid reform honors the federal trust and treaty responsibility for health care and preserves critical resources which support the Indian health system. Cuts or program changes to Medicaid risk impacts for American Indian and Alaska Native Medicaid beneficiaries.  

Medicaid makes up a significant component of resources for the Indian health system, representing 30-60% of facility operating costs. Over 1 million American Indians and Alaska Natives are on Medicaid. These resources secure expanded services, staff, and programs which support the health and wellbeing of our communities. Statute, regulations, and guidance in the Medicaid, Children’s Health Insurance Program, Medicare, and Insurance Marketplace recognize the unique status of Tribes and Tribal citizens. Medicaid Reform should continue the recognition of this unique relationship and impact on Tribal communities.
