NIHB has learned that multiple Tribal Nations, Tribal Organizations, and Urban Indian Organizations received grant termination letters from the Substance Abuse and Mental Health Services Administration (SAMHSA) late last night, impacting critical mental health, behavioral health, and substance use programs.

For Tribes and organizations that have already received termination notices, the Coalition of Tribal Sovereignty (CTS) has released a helpful resource: Tribal Toolkit for Navigating Federal Grant Termination, which outlines immediate steps and considerations. CTS is in the process of updating this toolkit and a revised version will be available soon.
Tribes and Tribal organizations that received termination notices should strongly consider filing an appeal. An appeal—and, if necessary, a subsequent petition for reconsideration—can preserve critical rights and extend timelines while Tribes evaluate potential litigation or other remedies. Even a timely, preliminary appeal may be sufficient to protect those options. Additional information on how to file an appeal can be found in the tool kit.
